A Competency or Skills matrix is a way of assessing and then representing the skills and competencies of the people in a given team. The problem is that most people don't use people's behaviours and the team's results to inform the competency matrix. This leads to false assumptions about how competent the team may actually be.
A competency matrix is usually represented in a grid format like in the screen shot below.
